Director of the unit: Ts. Damdinsuren
The Strategy Planning Unit is responsible for conducting research and formulating the Bank of Mongolia’s policies and strategic plans, identifying and assessing potential risks to their implementation. It also develops, establishes, and measures key performance indicators, monitors and evaluates performance of the strategic tasks, and undertakes data collection, processing, and analysis.
Within this scope, the Unit collaborates with the Bank of Mongolia’s departments and divisions to develop and implement medium-term strategies, ensure policy coherence, and provide professional support to the Governor of the Bank of Mongolia in decision-making. The Unit conducts the following functions:
1. Medium-Term Strategy and Performance Management
- Collaborate with the Bank of Mongolia’s departments and units to develop and update the medium-term strategy in alignment with the Bank of Mongolia’s mandate and operational directions.
- Consolidate and facilitate the approval of action plans for the implementation of the strategy.
- Develop metrics to represent performance indicators and establish methodologies for their definition, based on inputs from relevant departments.
- Collect data related to strategic initiatives, obtain information from responsible departments and units, analyze implementation progress, monitor performance indicators, and report periodically to management.
- Identify and study internal and external environmental risks affecting strategy implementation and develop proposals to overcome major risks that may negatively impact progress.
- Provide advice and recommendations on the alignment of the department plan with the medium-term strategy.
- Support the coordination and cooperation among departments within the framework of executing the strategic plan.
2. Policy Advice and Coordination
- Provide professional proposals on relevant issues to the Governor of the Bank of Mongolia.
- Review and provide feedback on briefing notes, submissions, and draft documents developed by the departments.
- Evaluate whether budgeted activities stipulated in the strategic plan are included during the formulation of the Bank’s annual administrative, social development fund, and capital expenditure budgets and briefing documents.
- Provide professional and methodological support to improve the Bank’s financial statements and accounting policy documents.
- Review and ensure the quality of proposals prepared by the departments in response to draft policies and legislation submitted by competent state authorities, provide input to the consolidated final draft, and ensure policy coherence.
- Ensure policy consistency and provide feedback on the final drafts of administrative regulations and internal rules, instructions, and procedures prepared by other departments.
- Organize and manage the activities of the independent "Policy Council" in accordance with its approved charter and report to the Governor.
- Provide unified leadership, policy recommendations, and professional guidance on Anti-Money Laundering, Combating the Financing of Terrorism, and Countering the Proliferation of Weapons of Mass Destruction (AML/CFT/CPF); facilitate coordination between the Bank of Mongolia and the Financial Intelligence Unit (FIU), participate in joint decision-making, and prepare professional proposals and advice for the Governor.
- Cooperate with policymakers, international organizations, and regulatory bodies, as necessary.
- Designated referents (advisors) may attend meetings of policy decision-making committees and councils on relevant matters as non-voting observers.
3. Other
- Organize and ensure the implementation of other ad hoc tasks assigned by management.
- Conduct necessary additional research and prepare briefing notes, proposals, and recommendations.
- Participate in conferences, meetings, and discussions; cooperate with domestic and international organizations.
