Subject: International Invitation for Bids for Software Procurement
The Bank of Mongolia is pleased to invite sealed bids from eligible international vendors for the procurement of Payment Card Transaction Switching System software in accordance with the specifications outlined in this document.
1. Project Overview:
- Supply of an Integrated software package for Payment Card Transaction Switching System (PCTSS)
2. Scope of Work:
- The selected vendor will be required to deliver the following:
- Installation and configuration of all software for PCTSS;
- System testing and Commissioning of all software for Acceptance testing;
- Supporting all acceptance testing and system integration testing;
- Data Migration services from existing switching system to the new PCTSS;
- Training of the technical staff and business staff;
- Delivering system documentation for the PCTSS;
- Cutover support for Go-live implementation of the PCTSS.
3. Eligibility Criteria:
- International competitive bidding will be conducted in accordance with One-Envelope procedure and Bidders must meet the following criteria:
- Proven experience in providing similar software solutions.
- Must have two (2) successfully completed contracts as main supplier within the last three (3) years
- Capacity to support the software across multiple countries.
- Supplier country is required not to be subject to international sanctions as imposed by recognized international governing bodies.
4. Bid Submission Requirements:
- All bids must include:
- A completed Bid Submission Sheet
- Technical proposal with detailed software features and capabilities
- Pricing proposal (including currency, breakdown of costs, and payment terms)
- Company profile, including ownership structure and organization charts
- Warranty and support documentation
- The bidder shall remit a payment of 50 USD (fifty) or its equivalent in Mongolian tugrug (MNT) to one of the following accounts:

5. Submission Deadline:
- Interested parties may submit inquiries regarding the bidding document before March 10, 2025. Questions received after this date will not be addressed.
- All bids must be submitted by 26 March, 15.00 Ulaanbaatar time (UTC/GMT+8 hours)
6. Submission Method:
- Bids must be submitted via physical mail to the address mentioned above. Late submissions will not be considered. All bids must be accompanied by a bid security as specified in the bidding document.
7. Bid Opening:
- Bids will be publicly opened on 26 March, 15.00 Ulaanbaatar time (UTC/GMT+8 hours at NETC office, Bank of Mongolia. All interested bidders are invited to attend.
